This three-year project will enable the implementation of a housing programme in co-operation with local community based organizations, local governments and HFHP.  This initiative will allow 370 low-income families to access financing for building their own houses according to their needs; access to water and micro-credit for income generation.  Five revolving loan funds will be established for this purpose.

Empower 370 low income families to be able access to decent housing and basic services in urban areas through self-help community development projects.

RESULTS

A. 370 simple affordable and decent houses constructed using appropriate technologies.

B. Home-owners’ association organized and able to: make decisions by their own, implement their own livelihood projects, ensure effective management of community projects.

C.  Revolving loan fund is established in order to replicate the project.

D. Access to housing, basic services, infrastructures and utilities is provided as a result of collaborative partnership and direct investment.

E. Capacities of Affiliates and National Office for more effective program delivery is strengthened as indicated by: multi-skilled staff demonstrating project management skills, well-managed revolving fund, efficient financial management.

F. Adequate urban housing models are developed, documented and shared with other shelter providers and community development organizers.

G. Income generating activities are created for 232 families.

This four years duration project offers the possibility to implement an experience of cooperation and exchange between NGOs and grassroots organizations in Peru and Ecuador in order to facilitate through financing the production of adequate shelter for low income families.  Two rotative credit funds will be created, with a profitability that offers the possibility to transform them into financial levers in order to expand the attention cover to commensurable levels with the magnitude of the demand. 

Develop congruent credit systems congruent with the country’s financial mechanisms, adapted to the low income families’ economic capacity and that will give an adequate answer to their needs of shelter.

A.  A sustainable rotative fund is operating efficiently and is having a lever effect referring to the resources of the conventional financial sector in a medium deadline. 

B.  A credit system adapted to low income families’ needs who are building their house progressively. 

C.  Produced houses are pleasant, productive, sure, healthy, and economic due to a complementary technical assistance.

D.  The system allows improvements in the shelter politics for low income sectors through actions of diffusion and coordination.

E.  Due to training, these experiences on an efficient financing of progressive houses can be known by whole relevant actors.

Grand Yoff women's Co-operative and ENDA GRAF will carry out a project to improve housing conditions as well as to improve their environment and income generation ability.  This will be achieved by the implementation of a revolving fund and a savings and loan system.

Facilitate women's co-operative access to adecuate shelter through capacity building of a habitat co-operative and the implementation of a revolving loan fund.

RESULTS

A. Negotiation, organisation and management ability of the co-ooperative have been reinforced.

B. Mobilisation of savings and credit provision has been reinforced.

C. Access to low-income, decent and durable shelter has been achieved.

D. The environment which is linked to the habitat has improved.

SUMMARY

This four-year project will enable the implementation of a co-operation and exchange experience of NGOs and community based organisations of Tamil Nadu, India.  This initiative will allow low-income families to access financing for building their own houses according to their needs.  Two revolving loan funds will be established.  These will be profitable and will offer the possibility of becoming a financial alternative in order to tackle the existing great demand.

OBJECTIVE

To facilitate low-income families' access to housing credit.  This will be carried out through developing a realistic financial tool adapted to informal housing production systems in marginal areas of Tamil Nadu's cities.

RESULTS

A. Revolving fund in operation and with positive real rates and paying its operation costs at the end of the project period.

B.  706 credits given in three years and the credits cover various costs of housing production in Tamil Nadu.

C. The building works count on technical assistance in order to reduce costs and improve quality.

D. Gathering and processing of the different experiences, carry out local, regional and international exchanges and training centres in operation (four courses per year and per NGO).
